Article Icon 1Dallas Turns Down $25M ICE Offer

The city of Dallas turned down a $25 million offer from U.S. Immigration and Customs Enforcement to partner with the agency in enforcing immigration laws. Dallas Police Chief Daniel Comeaux revealed during a Tuesday meeting of the Community Police Oversight Board that he made the unilateral decision.

Participating in the 287(g) program would have authorized police officers to inquire about the immigration status of detainees and provided federal reimbursement for salaries and operational costs. Earlier this month, the Department of Homeland Security announced it would fully reimburse the salary and benefits of officers participating in the program.

Comeaux did not provide a rationale for rejecting the offer during the meeting, but the department said Wednesday that it is “focused on serving our city by answering 911 calls and aggressively fighting violent crime,”  adding, “Federal authorities have a different mission with the same importance.”

A new state law requires every sheriff’s office with a jail to participate in the 287(g) program by Dec. 1 of next year. Currently, at least 143 law enforcement agencies in Texas are participating in the program.

Article Icon 1Voters Divided on New Spurs Arena

Bexar County voters are divided on the issue of allocating up to $311 million from local hotel and car rental taxes for the construction of a new San Antonio Spurs arena.

The proposed arena is the centerpiece of a hotly debated downtown redevelopment plan dubbed Project Marvel. The city has agreed to allocate up to $489 million toward the arena, while the Spurs have pledged $500 million and the cost of any overruns.

According to a UT San Antonio poll of 660 likely voters conducted earlier this month, 40% support Proposition B, while 46% oppose it, and 14% are undecided. When asked about Project Marvel, 45% of voters said they want it to move forward, while 40% oppose it.

The Spurs claim a new arena would spur $1.4 billion in local development and are urging voters to back the proposal and “keep tourist dollars here at home, not in the hands of Greg Abbott and Dan Patrick.” During a protest against the arena funding earlier this month, a local organizer said, “Our scarce public funds are not play toys.”

Article Icon 1DPS Deploys Drone Detection Technology

The Texas Department of Public Safety (DPS) is the first law enforcement agency in the nation to deploy a technology that enables aircraft to detect airborne drones and their operators.

The Airborne Counter Unmanned Aircraft Systems (ACUS) was installed on a DPS helicopter in August, and crews received specialized training on its use. The technology cannot disable a drone, but it helps pilots avoid in-flight collisions.

As drone use continues to evolve and expand across the country, so does the potential for these devices to be misused in ways that threaten public safety and law enforcement operations,” said an agency representative

In July, a helicopter being used for search and rescue operations in Kerr County was struck by a drone, forcing it to make an emergency landing.
