Answer: Houston. The air-conditioned system of tunnels connects 95 city blocks and is dotted with food courts and shopping centers that cater to those working in the buildings above ground. Though the first tunnels date back to the 1930s, when Governor Ross Sterling connected the building that housed the Houston Post-Dispatch with his Sterling Building, the tunnel system expanded during a period of rapid downtown growth in the ’60s and ’70s.
