Texas House Passes Redistricting Plan
The Texas House passed a congressional redistricting plan Wednesday that has the potential to add five GOP seats to the state’s congressional delegation. During the hours-long debate, Democrats unsuccessfully attempted to amend the bill and accused Republicans of trying to suppress black and Hispanic representation.
State Rep. Nicole Collier (D-Fort Worth) was joined by several of her colleagues who spent the night in the chamber to protest state troopers’ supervision of quorum-breaking members. DPS closed the Capitol grounds Tuesday evening after a threat to law enforcement, forcing a planned protest to relocate.
State Rep. Todd Hunter (R-Corpus Christi) said the goal of passing the new map was simply to “improve Republican political performance,” while State Rep. Ana Hernandez (D-Houston) said it “represents one of the most blatant assaults on fair representation we have seen in Texas.”
The Texas Senate is expected to pass the redistricting plan in the coming days. Democrats have promised to challenge it in court.
Ten Commandments Law Blocked
A federal judge has temporarily blocked a new state law requiring public schools to display a copy of the Ten Commandments in every classroom. The order applies to 11 school districts.
The lawsuit was brought by 16 parents represented by the ACLU, Americans United for the Separation of Church and State, and the Freedom from Religion Foundation. It claims the law violates the First Amendment because it allegedly favors Christianity and contradicts some students’ religious beliefs.
U.S. District Judge Fred Biery of San Antonio agreed, saying the law “crosses the line from exposure to coercion.” He also cited a federal injunction on a similar law in Louisiana, which that state’s attorney general is expected to appeal.
The state defended the display of the Ten Commandments as a recognition of its role in shaping the nation’s laws, calling the document a “passive display on the wall” that “doesn’t restrict anything.” Attorney General Ken Paxton vowed to appeal the ruling.
Austin Forms Homelessness Task Force
The city of Austin is collaborating with more than a dozen local organizations and agencies to launch the Downtown Homelessness Task Force, which aims to facilitate housing for an estimated 6,500 people who live on the city’s streets.
The initiative builds on the city’s daily outreach efforts to engage those without permanent housing by helping them identify living arrangements when they encounter law enforcement, healthcare providers, or temporary shelters.
“It’s taking a holistic look at all the elements of the system and saying, how do we address all the elements of the systems together,” said city staffer David Gray.
The city’s latest budget allocates $75 million for homeless services. By the end of the year, the task force will propose a plan and implementation timeline.
