The Texas House approved legislation Wednesday to ban all hemp products containing THC, dealing a major blow to an industry that has thrived since the passage of a 2019 law that allowed the sale of cannabis products with less than 0.3% THC.

Lawmakers have debated the merits of a ban versus imposing tighter regulations. Lt. Gov. Dan Patrick has been a vocal advocate for an outright ban, claiming the products endanger children and threatening to force a special session if the House didn’t pass Senate Bill 3.

Opponents argue it ignores the needs of veterans who suffer from PTSD and patients with chronic illnesses, predicting that some may turn to the black market. CBD products are exempt from the ban.

The Texas hemp industry employs 50,000 people and generates around $8 billion in annual revenue. Some business associations have threatened to sue the state if Gov. Abbott signs the measure into law.

Article Icon 1Doctor Sentenced for $325M Fraud

Dr. Jorge Zamora-Quezada, a rheumatologist who practiced in the Rio Grande Valley city of Mission, was sentenced to 10 years in prison on Wednesday for orchestrating a $325 million healthcare fraud scheme that harmed thousands of patients while he indulged in a lavish lifestyle.

Zamora-Quezada falsely diagnosed his patients—many of them elderly and disabled—with rheumatoid arthritis and other chronic illnesses for more than 18 years, prescribing unnecessary treatments that only worsened their suffering. Some of his patients experienced strokes, liver damage, hair loss, and necrosis of the jawbone.

Matthew Galeotti, head of the Justice Department Criminal Division, called it “one of the most egregious” cases of its kind, characterizing the doctor’s conduct as “depraved.”

With the proceeds of his fraudulent practice, Zamora-Quezada had acquired 13 properties across the U.S., a private jet, and a Maserati. Prosecutors had sought restitution of $100 million, but Zamora-Quezada was ordered to pay $28 million.

Article Icon 1NOAA Releases Hurricane Forecast

The National Oceanic and Atmospheric Administration (NOAA) is predicting an above-normal 2025 Atlantic hurricane season, with 13-19 named storms, 6-10 hurricanes, and 3-5 major (Category 3 or higher) hurricanes.

The above-normal prediction is attributed to the neutral phase of the El Niño–Southern Oscillation (ENSO), as well as “warmer than average ocean temperatures, forecasts for weak wind shear, and the potential for higher activity from the West African Monsoon.”

On average, between 1991 and 2020, the Atlantic saw 14 named storms, 7 hurricanes, and 3 major hurricanes per year. Last year brought 18 named storms, 11 hurricanes, and 5 major hurricanes.

The forecast calls for a 60% chance that the number of named storms will be above average, a 30% chance for an average number, and a 10% chance for a below-average number. Hurricane season starts June 1 and lasts through the end of November.
