Answer: Port Arthur. It was founded in 1895 by Arthur Edward Stillwell, a flamboyant town promoter and railroad builder who was born in New York and moved to Kansas City, where he conceived the idea of building a route from there to the Gulf Coast. Other Texas communities he helped establish include Nederland, Diaz, Rochester, Hamlin, Odell, Sylvester, and Rule.
