Article Icon 1Abbott Further Expands Session Agenda

Gov. Greg Abbott expanded the agenda for the second special session again yesterday, adding legislation to ban same-day voter registration and to allow political subdivisions to contract directly with sheriffs and constables for law enforcement.

Meanwhile, the Texas House approved bills related to property tax rates, permits for water wells in parts of East Texas, and the construction of flood-control ponds. Those related to property tax rates were passed along party lines, while the others were passed with bipartisan support.

Senate Bill 10 lowers the threshold for triggering a tax rate election from a maximum tax rate increase of 3.5% to 1%. House Bill 17 requires local governments to provide taxpayers with information regarding population growth, inflation, and historical tax rate data when proposing property tax rates.

House Bill 27 pauses new well water permits in three East Texas counties where a company owned by a Dallas businessman has proposed extracting over 15 million gallons of water a year. 

Article Icon 1Keurig Dr Pepper Announces Acquisition, Split

Keurig Dr Pepper announced Monday that it is acquiring the Amsterdam-based parent company of Peet’s Coffee for $18 billion. After the deal closes next year, the brands will become separate beverage and coffee companies.

The split will undo the 2018 merger between Plano-based Dr Pepper Snapple Group and Keurig Green Mountain Coffee, aiming to create “two pure-play powerhouses” with “distinct standalone propositions.”

The coffee company will be based in Massachusetts, with projected annual net sales of $16 billion and a market presence in more than 100 countries.

The beverage company, which will be led by Keurig Dr Pepper CEO Timothy Cofer and based in Frisco, is projected to generate more than $11 billion in net sales across multiple brands.

Animal services officers rescued five baby geese at the Woodlawn Lake dam in San Antonio on Sunday, but they got stuck themselves in the process.

The team responded to a call from a resident who saw the stranded goslings. When the rescuers arrived, they were greeted by a “string of angry honks” from the mother goose. They used a rope to rappel down the dam and then retrieved the geese using a net.

When the officers had collected all the geese, however, they realized they couldn’t climb back up the dam. “Unfortunately, algae-covered boots + steep, slick walls = zero traction,” the department explained on social media.

Firefighters and park police officers provided an extension ladder, helping the “slightly soggy heroes climb to safety with the babies in tow.” See photos here.
