Article Icon 1Texas House Unveils School Choice Plan

Legislation to establish a state-funded school choice program was filed in the Texas House on Thursday, over two weeks after the Texas Senate passed its version.

House Bill 3 by Rep. Brad Buckley (R-Salado) would fund education savings accounts at 85 percent of the statewide average for public schools, a model that ties future program funding directly to public education spending.

Buckley also filed a bill that would spend more than $9 billion on public education. House Speaker Dustin Burrows said the two bills will move forward in tandem, calling the package a “Texas Two-Step.”

House Bill 3 differs significantly from the Senate’s proposal, which would allocate $10,000 per participating student. Gov. Greg Abbott has designated school choice legislation an official priority.

Texas is the U.S. capital for rental home construction, far outnumbering any other state in build-to-rent homes, according to research from Point2Homes.

The Lone Star State had 21,812 rental homes under construction as of the end of January, making up nearly 20% of the U.S. total at that time.

Dallas-Fort Worth and its surrounding suburbs is the top metro area for new rental homes, adding 8,470 houses for rent in the upcoming months.

With 14,000 new units each, Arizona and Florida round out the top three in the list of 20 states with the most rental homes in the pipeline.
