Answer: Three, all of them Democrats. John Garner of Uvalde was speaker from 1931 until 1933, when he became FDR’s vice president. Sam Rayburn of Bonham holds the cumulative record for the longest tenure as speaker, serving in the role for all but four years between 1940 and 1961. Finally, Jim Wright of Fort Worth was speaker from 1987 to 1989, when he resigned from Congress amid a House Ethics Committee investigation.
