Good morning! On this day in 1941, construction began on a training base for Army pilots at the Midland Army Air Field, which the city had leased to the U.S. government for $1 a year following the outbreak of war in Europe.
We knew it all along, and now the world will know it too: Texas has wonderful cuisine, and the Michelin Guide, known as the food Olympics, is here to review our restaurants for the first time ever. Also—unrelated to food—a warm tortilla saved a baby owl.
We love hearing from you. Let us know what you think about today’s edition of The Texas Flyover!

Judge Orders Release Of Uvalde Shooting Records
A district court judge ordered the Uvalde school district and the sheriff’s office to release records related to the Robb Elementary School shooting in 2022, ruling in favor of a coalition of media organizations that had sued to get access to them.
Uvalde County District Attorney Christina Mitchell objected to the release, saying it could harm ongoing criminal investigations. Two weeks ago, a grand jury indicted former school police chief Pete Arredondo and officer Adrian Gonzales on felony charges of child endangerment.
The coalition won a similar lawsuit against the Texas Department of Public Safety last year, but DPS appealed the ruling and has yet to turn over more than two terabytes of information related to the investigation.
The school district and sheriff’s office have until July 28 to comply with the order.

CenterPoint Energy Under Investigation
The Texas Public Utility Commission announced that it is launching an investigation into CenterPoint Energy’s response to widespread power outages following Hurricane Beryl’s landfall on Monday of last week.
As of Tuesday afternoon, around 80,000 CenterPoint customers were still without power. The company says they aim to have power completely restored by Friday.
Meanwhile, CenterPoint is asking for clarity regarding Gov. Abbott’s demand to trim overgrown trees next to power lines by the end of August, saying they have to respect property boundaries and abide by easement restrictions.

Michelin Guide Debuts in Texas in 2024
The Michelin Guide, the prestigious international restaurant rating system run by the French tire company, is coming to Texas for the first time ever in 2024.
The guide will review restaurants in Dallas, Fort Worth, Houston, Austin, and San Antonio, with one, two, or three-star ratings to be announced later this year.
This development, which raises the profile of the state’s dining scene, was negotiated by Travel Texas, a state-funded economic development initiative, along with the visitors’ bureaus of five cities.
Gwendal Poullennec, the Michelin Guide’s international director, praised the state’s cuisine: “The Texas culinary scene has proven to be an exhilarating one, with multicultural influences, homegrown ingredients, and talent that is rich in ambition.”
